According to this article, for three days last week Japanese government web sites slowed as a result of Distributed Denial of Service computer attacks:

In the wake of the Sept. 7 sea dispute involving a Chinese fishing boat that collided with two Japanese patrol vessels near a disputed island chain, Japan suspects Chinese hackers last week cyber attacked its defense ministry and national police agency websites. (Link)

I dunno, the MoD web sites always seem slow to me. It just took me three minutes to download a 3.1 Mb PDF from the main MoD site. That is, according to an informal test I just conducted, only slightly faster than downloading a similar file from the National Archives of Ethiopia.

Note: I dislike terms such as “information warfare/infowar”, “cyberwar”, etc., so I decided to make up my own name for this category.
